What your location changes
Card-network costs are set by Visa, Mastercard, and other networks — not by your state. What does change is whether you may run a surcharge or cash-discount program. Debit and prepaid cards are never surcharged. Cash discount is a separate program: the posted shelf or menu price is the card price, and cash or check gets a discount when the program is Available.
