In a true CMS Cash Discount Program for Nevada, the shelf or menu price already reflects the card-inclusive price. Cash and check customers receive about a 3.50% discount off that posted price. Nevada law protects offering a cash or similar discount (NRS 97A.210). Cash Discount starts from a card-inclusive posted price and rewards cash/check. Surcharge starts from a cash price and may add a disclosed amount on eligible credit only.

Use about 3.50% off for the cash/check path under Cash Discount, and up to 3% on eligible credit under Surcharge when that program wins. Flat Rate stays the simple blended option when you do not want either dual-price or surcharge messaging at the register. Your CMS review keeps all three visible so you choose intentionally.

Staff training is part of a clean launch: everyone should know which price is posted, who gets the cash discount, and that this is not a credit surcharge line. CMS confirms that setup with you before activation.
